Small Business Initiatives
Set asides are authorized for the following categories competitive at any dollar value:
- Small Business – $100K or less, $3M construction when reasonable expectation offers will be obtained from 2 or more
- 8(a) – $5.5M or less for products in NAICS sections 31-33 and $3.5M or less for all others on sole source
- HUBZone – $5.5M or less for products in NAICS sections 31-33 and $3.5M or less for all others on sole source
- Service-Disabled Veteran-Owned Small Business – $5.5M or less for products in NAICS sections 31-33 and $3M or less for all others on sole source
- Local Trade Area – competitive at any dollar value

U.S. DOE / SRNS Mentor Protégé Program
Our Commitment

- We are seeking out companies that will benefit from the program.
- Agreements are typically two years.
Eligibility
- Small Disadvantaged Business
- 8(a) Contractors
- Women-owned small business
- Service disabled Veteran small business
- HUBZone
- Historically Black Colleges & Universities
- Other minority institutes of higher learning
Selection Criteria
- We are solely responsible for selection
- Selection by Mentor may not be protested
- Protégé may have only one Mentor
- Mentor may have more than one Protégé
- Only protests regarding small business size will be considered by DOE/OSDBU
Development Assistance

How to Qualify
- Fit one of the SBA definitions
- Eligible to receive a government contract
- Been in business for at least 2 years
- Able to certify as a small business according to current NAICS code
Application Process
Firms interested in participating in SRNS’ MPP must submit a written application and complete the supplier onboarding process. Applications will be evaluated on the extent to which the protégé clearly conveys its capabilities and need for developmental assistance. The application may be submitted electronically, via mail, or fax, and via e-mail in a PDF format is preferable.
Application Must Contain:
- The name and address of the protégé point of contact (POC) as well as a list of principals with contact information. The POC will oversee the agreement and respond to all inquiries associated with the agreement;
- A capabilities statement outlining what goods and services the potential protégé firm can provide to SRNS;
- A statement from the protégé representing that the firm is currently eligible to participate in the mentor-protégé program;
- A description of the type of developmental assistance that will be provided by the mentor to the protégé, and include a brief description of the subcontract work;
- A list of subcontracts they currently hold or have held within the past year, and a summary of work they would like to pursue at SRNS;
- A schedule with milestones which correspond to the elements identified in the developmental assistance the mentor will provide within a 24 month period. Also include a statement of acknowledgement of the reporting requirements. The protégé will submit a semi-annual Progress Report;
- Criteria to evaluate the protégés developmental success to measure the effectiveness of the relationship consistent with Section 1.6. The evaluation criteria should include a plan to increase the quality of the protégés capabilities and indicate how the mentor’s assistance may potentially increase contracting and subcontracting opportunities for the protégé;
- Nomination letters by one or more internal SRNS champions;
- A statement acknowledging that the program participation term is 24 months;
- A statement that the protégé will notify the mentor within 30 days of any changes of the protégés small business status or socio-economic status (i.e., service disabled veteran owned; HUBZone; woman owned; economically disadvantaged woman owned; 8(a) Program; or small disadvantaged).
